No, he can't, he has to agree to it. He has a contract with Albion and he can enforce it, just as Albion can. It's why a lot of clubs can't shift high earners and they are forced to allow players to see out their contracts. Kevin Doyle at Wolves was an example.
I really do dislike the man and his attitude.
