Rohl's statement yesterday clearly says he's given a list of target players in target positions.
This it is now about the market, the budget and what is possible.
Going on to say "If we have a chance we should take this advantage to do something"

I think there's an element of frustration in his tone. Feeling much as we do, the club has not been proactive enough leading in to this transfer window. Thankfully, Chansiri has been less vocal and combative with the fans this year but it's always there, beneath the surface. The damage is done between fans and Chairman alike. If he fails to back Rohl in this window it will all be kicking off again.

There's little to fear of relegation this season, which is nice. However, this is a very tough league competitively and we're already stagnating.
