As far as I can remember, a good number of the major cities in England were "remain" cities as well Jim. Also reflecting back to the 2016 EU referendum, the vote was near enough a "split vote" and as far as I can make out, there has never been any opinion poll in England in the past year that showed that the "leave" vote was significant over the view that the UK should remain in the EU. So there must be lotsa voters out there who comprise part of the original 16M who voted to remain in the EU and that figure has naturally increased since then.
