Nothing dismissive about it mate. You are making your point that the EU is wasteful and corrupt ? I think? And i'm trying to point out thats not necessarily so when you weigh it up.
The EU is ultimately responsible for its own budget for sure,but the majority of the spending is implemented by member countries and they often make programmes that add to the complexity of the spending. Thats shown in the report.
Spending is at what £110 billion ?, That's a few billion less than what the UK spent on the NHS which is also subject to what you might call 'substantial' fraud every year.
There is definitely improvements required to get the figures nearer the threshold, but you could say the same about a lot of large organisations. Weighing up 11 fraud cases (of which we don't know the full details) against the benefits of what the EU provides to the UK is pretty easy, 3000 pounds a year to the average british family according to the CBI.
