UEFA has no jurisdiction away from the stadium and close surrounding areas.
A bar fight 5 miles from the stadium doesn't concern them.
So long as England fans don't cause trouble inside the stadium, we'll be fine.

I think that as time has moved on and social media videos and statements have been gathered it has become clear (to the world, the French Police and UEFA) that although England has trouble makers (who I hope will be caught and punished) the real, much bigger issue, is this new category of super thug from Russia referred to as Ultra's.
They seem to be a very well known, well trained and specialise in violence. Back in Russia their hatred is focused on immigrants and is motivated by racism. But they are having a break from that believing that French gangs and in particular British football fans will be 'Up for it'.
No doubt the English thugs over the years have created this reputation and have attracted this attention. But in reality they are far and few between nowadays as we have dealt with them previously. It is, in the main, innocent football loving fans that are getting the backlash this week - and a few drunk and outspoken morons who always appear and are certainly no match for the Police or these gangs.
There is every chance that Russia will get expelled and potentially England as well and there is nothing the football squads or authorities can do about this as its about civil unrest. We can identify and ban downstream but we can't police or manage thousands of people currently unknown whilst they are at large at the football tournament.
