Experienced midfielders Michael Jacobs and Ryan Tunnicliffe are among eight players being released by Portsmouth.
First-team defenders Clark Robertson, Kieron Freeman, midfielder Louis Thompson and forward Jayden Reid are also due to leave when their contracts end.
Alfie Bridgman and Dan Gifford will also depart the League One club.
Connor Ogilvie, Josh Oluwayemi and Harry Jewitt-White have had their deals extended.
Contract negotiations are ongoing to keep Ronan Curtis and Jay Mingi at Fratton Park.
Curtis made 36 appearances and scored seven goals for Pompey this season before sustaining a knee injury in February.
Mingi became a regular in the first team in the run-up to Christmas and played in 26 games before injury made him miss most of the second half of the season, but he made his return to the squad in March.
Loanees Di'Shon Bernard, Owen Dale, Matt Macey, Joe Pigott and Dane Scarlett have all returned to their parent clubs.
"We would like to thank all those players who are leaving for the contribution they have made," head coach John Mousinho said.
"All of them have conducted themselves brilliantly ever since I arrived and we would like to wish them well for the future."
Pompey have offered teenage defender Josh Dockerill his first professional deal after graduating from their academy.
Second-year scholars Jamie Howell, Gabriel Kamavuako, Adam Payce and Elliott Simpson have not been offered new deals and are set to leave the club.
"These players have all contributed to a strong team performance across the season," academy manager Greg Miller said.
"Many have been part of the academy for several years, so I would like to thank them and their families.
"I am delighted that Josh Dockerill will progress to train with the first team.
"By getting another academy graduate through to John Mousinho's squad, it gives all staff and players confidence that we are making good levels of progress to support player development."

Portsmouth have signed former Burnley goalkeeper Will Norris.
The 29-year-old has agreed a three-year deal at Fratton Park after being released by the Clarets last month.
Norris made just three appearances for Burnley after joining from Wolves in the summer of 2020 and spent the first half of this year on loan at Peterborough.
He made 24 appearances in all competitions, keeping 11 clean sheets, as Posh made the play-off semi-finals.
"Will's an experienced goalkeeper and played a lot of games last season, while also has experience of both the Premier League and the Championship," Portsmouth manager John Mousinho told the club website.
"He comes here with a really good pedigree and will be looking to cement his place in the Pompey team.
"Everyone knows it was a position we wanted a permanent player for after last season and so we're delighted to bring him to the south coast."
Norris is Portsmouth's first signing of the summer.

Norris, 29 has agreed a three-year deal at Fratton Park after being released by the Clarets last month.

Shaughnessy rejected a new deal with Burton, having made 19 appearances and scored one goal last season after missing three months because of an injury early in the campaign.
"He's comfortable in the middle of the park and at the back, but we've brought him in because of his quality," Mousinho said.
"Athletic and very comfortable on the ball, his challenge is to nail down a place in the side next season."

For the first time since Craig McGillivray was let go two years ago Portsmouth have a permanent goalkeeper as a number one after two years of relying on loans.
They were keen to add Matt Macey but Luton's promotion and the need for a six-figure fee led to Pompey looking elsewhere.
Norris is young for a goalkeeper who had to fight his way through non-league to make appearances in the Premier League.
Burton wanted to keep hold of Shaughnessy who. despite spending a long spell injured last season. was part of the side which had a brilliant end to the season to comfortably avoid relegation.
He's as comfortable as midfield as defence but is seen as a centre-back by Portsmouth.
His arrival does not end the pursuit of former loanee Di'Shon Bernard nor suggest Sean Raggett will depart - he's still a key man in the squad.
Shaughnessy is the second signing on Wednesday as Pompey look to get a good number of their new arrivals in before pre-season starts.

Portsmouth have signed midfielder Terry Devlin from Irish Premiership side Glentoran on an initial three-year deal, for an undisclosed fee.
The 19-year-old scored six goals in 44 games last season and his contract includes the option of a further year.
"Terry can run, he can compete and score goals," Pompey head coach John Mousinho told the the club website.
"He's an attacking midfielder who adds qualities to our group that we don't already have.
"We do feel that he has a very promising future in the game, but we also believe that he can make an impact for us during the forthcoming season."
Devlin, who has played for Northern Ireland Under-21s and trained with the senior men's team, is Portsmouth's fourth signing this summer.

He witnessed that first hand with the likes of Gavin Whyte and Mark Sykes while at Oxford.
Devlin fits in with the club's policy of buying young players to develop - he's an attacking midfielder or "8" in old money.
Four signings in a week is a good start for Portsmouth.
They'll hope for more next week with Gavin Whyte and Di'Shon Bernard still on their wish list.

Portsmouth have signed winger Anthony Scully from fellow League One club Wigan Athletic for an undisclosed fee.
The 24-year-old has agreed a two-year contract, with the club having an option to extend the deal by a further 12 months.
Scully only made five appearances for Wigan after joining the Latics from Lincoln City last September.
"We've got someone who can hopefully make a huge impact here," Pompey boss John Mousinho told the club website.
"He's a player with real experience of this level after enjoying a successful spell with Lincoln."
Former Republic of Ireland Under-21 international Scully scored 37 goals in 106 games for the Imps following his arrival from West Ham United in 2020.
He becomes the Fratton Park side's fifth signing of the summer transfer window.

Portsmouth have signed former Forest Green Rovers midfielder Ben Stevenson.
The 26-year-old has agreed a two-year deal at Fratton Park and becomes Pompey's sixth new signing this summer.
Stevenson played 79 times in a two-year spell at Forest Green before leaving the club last month.
The former Coventry City youngster's professional debut came against Portsmouth in August 2016 and he has also spent time at Wolverhampton Wanderers and Colchester United.
"We're bringing in a player who covers all the positions in the middle of the park," Portsmouth boss John Mousinho told the club website.
"Ben will be looking to add a few more goals and assists to his game, but he's got all the attributes we're looking for."

Portsmouth have signed former Exeter City left-back Jack Sparkes.
The 22-year-old has agreed a two-year deal at Fratton Park, with the club holding the option of extending his contract by a further 12 months.
Sparkes spent his entire career at Exeter before being released last month - having come through City's academy, he went on to make 150 appearances.
He was a member of the Exeter side that won promotion from League Two after finishing second in 2021-22.
"Jack's an exciting talent who enjoyed a huge amount of success in helping Exeter get promoted to League One a couple of seasons ago," Portsmouth boss John Mousinho told the club website.
"He's a really versatile left-sided player and has good attacking qualities that complement what we already have in the building.
"We think that he's ready to kick on, fitting the age and profile of player that we're looking to bring to the club and develop."

Portsmouth have announced the signings of winger Gavin Whyte and striker Kusini Yengi.
Northern Ireland international Whyte, 27, has signed a three-year deal following the expiry of his contract at Championship club Cardiff City.
Yengi joins Pompey for an undisclosed fee from Australian A-League side Western Sydney Wanderers.
The 24-year-old has signed a two-year deal, with a club option of an additional 12 months.

Portsmouth manager John Mousinho played alongside Whyte at Oxford United and said he was pleased to sign the "pacy and direct winger".

Yengi scored four goals in 18 appearances for Western Sydney Wanderers last season and Mousinho said he had caught his eye when the club explored options in the A-League.
"He's a really quick, powerful and physical centre-forward. He's an exciting prospect and we're delighted to bring him to the club," Mousinho added.

Morecambe have re-signed striker Michael Mellon on a season-long loan from Premier League side Burnley.
The 19-year-old made eight appearances on loan last season, having joined the Shrimps in January.
His time with the club was curtailed, however, after he sustained a shoulder injury and returned to the Clarets.
"I am really happy to be back. My injury cut short my time with the club, but I want to get back to work and play my part for the team," he said.
"I want to keep pushing myself and keep trying to reach little targets, and I feel this is a really good place for me to do that this season."

League One club Portsmouth have signed Norwich City forward Abu Kamara on a season-long loan deal.
The 19-year-old made his senior debut for the Canaries in April, and has appeared in three Championship matches.
"Abu is an exciting young prospect who can play across the front line," boss John Mousinho told the club website.
"He's got a really good goalscoring record for Norwich's development side. Now he comes here and will be competing for a place at League One level."
